Human Resource Manager – 1 year contract

Organization Description The Barrie & Community Family Health Team (BCFHT) is one of the largest family health teams in Ontario. We are comprised of Physicians, Registered Nurses, Nurse Practitioners, Dietitians, Pharmacists, Diabetes and Respiratory Educators, Mental Health Counsellors and an Administrative team. Our team is focused on improving access to comprehensive, patient-centred, team-based primary health care, which supports self management, emphasizes health promotion and disease prevention, and enhances the management of individuals with chronic diseases through programs that are well linked with other local and community services. Position Description The HR Manager reports to the Executive Director and is responsible for all HR functions in the organization including full cycle recruitment, performance management, health and safety, learning and development, and legislative compliance. The incumbent works closely with the leadership team to develop strategic plans and programs, and works with various members of the family physician community. The main responsibilities for this position are:
  • Develop and implement a Human Resources strategic plan aligned with the overall BCFHT strategic plan
  • Lead in the development and implementation of all Human Resources policies and procedures
  • Provide guidance and coaching to employees, members of the Leadership Team, and family physicians on all HR related matters
  • Ensure all applicable legislation and regulations are adhered to
  • Work with hiring managers to oversee the recruitment life cycle, including the development of job descriptions and job postings, selection and recruitment processes, and the development and negotiation of employment contracts
  • Prepare communications on behalf of the Executive Director and member of the leadership team
  • Ensure that all employee data is kept up to date and that the data meets organization and legislative requirements
  • Liaise with Benefits provider to ensure the group benefit plan is aligned with the organization's fiscal responsibilities, and assists with the group benefit plan renewal on an annual basis
  • Lead in the development and oversee all budgets related to Human Resources
  • Develop and implement a Learning and Development plan for the organization on an annual basis
  • Chair the Joint Health & Safety Committee
  • Coordinate and implement wellness initiatives
  • Build relationships and liaise with family practice offices on a regular basis by responding to human resources inquiries
  • Ensure there is a high level of integrity and accuracy in information that is communicated both internally and externally
Education, Qualification and Skills
  •  Post secondary education, preferably in Business Administration, Human Resources, or related field
  • A minimum of 5 years experience in an HR Manager or Generalist role
  • Working towards, or have obtained CHRP designation
  • Demonstrated experience managing organizational projects (HRIS implementation, office relocation, new HR programs/strategies, etc)
  • Exceptional interpersonal skills, with the ability to communicate effectively with all members of the organization
  • Adept at preparing written communication on behalf of leadership
  • Proficient using HRIS systems and MS Office Suite (Word, Excel, Outlook)
  • Strong coaching and facilitation skills
  • Strong understanding of relevant legislation (OHS, ESA, AODA, OHRC, PHIPA, FIPPA) and HR best-practices
  • Experience in non-profit or healthcare organizations considered an asset
  • Health & Safety certified considered an asset
